BARCELONA DECLARATION SIGNED OFF!

London, 22nd July, 2010 – The 'Barcelona Declaration Measurement Principles', the first global standards for PR measurement, have been signed off after a consultation process agreed by more than 200 delegates at the recent Barcelona Summit on Measurement.

The five organisations, led by AMEC who created the Barcelona Principles at the 2nd European Summit in Barcelona in June, were the Global Alliance, IPR Measurement Commission, AMEC, PRSA and ICCO.The Summit was organized by the Association for the Measurement and Evaluation of Communication (AMEC) and the Institute for Public Relations. David Rockland, Partner/CEO Ketchum Pleon Change and Global Research, and Chairman of AMEC's US Agency Research Leaders Group, led the consultation process.

He said: “We are delighted that as an industry we have taken a first and very significant step forward in developing standards and professionalizing how we approach the measurement of public relations

The 7 Barcelona Principles are:

1. Importance of Goal Setting and Measurement
2. Measuring the Effect on Outcomes is Preferred to Measuring Outputs
3. The Effect on Business Results Can and Should Be Measured Where Possible
4. Media Measurement  Requires Quantity and Quality
5. AVEs are not the Value of Public Relations
6. Social Media Can and Should be Measured
7. Transparency and Replicability are Paramount to Sound Measurement.
